This change adds negative tests to `cl_command_queue`-related APIs:
- clCreateCommandQueue
- clCreateCommandQueueWithProperties
- clSetDefaultDeviceCommandQueue
- clRetainCommandQueue
- clReleaseCommandQueue
- clGetCommandQueueInfo
- clSetCommandQueueProperty
