Currently Intel® C++ Compiler Classic (ICC) is supported to build
OpenCL-CTS on Windows. This compiler has been discontinued since the
second half of 2023. Instead, Intel recommends that users transition to
use the LLVM-based Intel® oneAPI DPC++/C++ Compiler (ICX).
This change is to enable users to build OpenCL-CTS with ICX on Windows.
clGetDeviceIDs 'num_devices' output parameter is described as:
> num_devices returns the number of OpenCL devices available that match
device_type.
but the _test_events
out_of_order_event_waitlist_multi_queue_multi_device_ test expects that
after calling:
`clGetDeviceIDs(platform, CL_DEVICE_TYPE_ALL, 2, two_device_ids,
&number_returned);`
the content of number_returned needs to be 2, but it should be valid to
return a larger number.

To the best of my understanding, these occurrences of the
`-Wunused-but-set` warnings do not reveal any underlying issues, so we
can safely remove these variables. There are more occurrences of this
warning in other places (not touched by this commit) that require
further analysis.

`BufferAction::Setup` has an additional parameter `allocate` which
hides the virtual function `Action::Setup`. The additional parameter
was unused anyway, so remove it.
Fixes a -Woverloaded-virtual warning.

Remove unused variables throughout the code base and enable the
`-Wunused-variable` warning flag globally to prevent new unused
variable issues being introduced in the future.
This is mostly a non-functional change, with one exception:
- In `test_conformance/api/test_kernel_arg_info.cpp`, an error check
of the clGetDeviceInfo return value was added.
