`sizes` is a pointer argument, so the expression does not compute the
presumably intended number of elements in `sizes`.
Fixes a `-Wsizeof-pointer-div` warning.

Without const, these variables would be flagged up by
`-Wunused-variable`.
Drop `struct` from the declarations as that is not needed in C++.
