This commit fixes three tests that have memory leaks due to unreleased
CL objects.
- `kernel_local_memory_size`
- `multi_queue_flush_on_release`
- `queue_flush_on_release`

... as required by the OpenCL specification.
Also introduce a utility function to manage polling for changes
via a user-supplied function. Several tests we introduced lately
could have used this.
