This PR adds negative tests for the following API functions:
- clCreateContext
- clCreateContextFromType
- clRetainContext
- clReleaseContext
- clSetContextDestructorCallback
Also, define a new macro `test_object_failure_ret` to test for an
expected error code and the returned object is `NULL` as a result of a
failure.

Print the build log when building the program in `get_program_with_il`
fails, to make it easier to investigate spirv_new test failures.
Factor out a global helper function `OutputBuildLog` for printing the
build log for a single device.

Inline test_missing_support_offline_cmpiler_ret macro, remove dead
parameter of check_functions_for_offline_compiler and slightly refactor
callSingleTestFunction to address leaks.

Since pipes are cl_mems, We can spec and test that clGetPipeInfo
returns CL_INVALID_OPERATION when pipes are not supported by
passing a non-pipe memory object to the function.

This adds functionality to define minimal required version through the
ADD_TEST* macros. Tests that don't meet the version requirement will
be skipped.
By default the minimal required version is set to 1.0, subsequent
patches will set the appropriate version for each of the tests.

This moves from numeric values to enum values to keep result state of
the test, so we can easily save this information in JSON results.
