add SPIR-V 1.4 testing for UserSemantic (#2053)

Browse Source 
This PR adds targeted testing for more SPIR-V 1.4 features.
Specifically, this PR adds testing for OpDecorateString,
OpMemberDecorateString, and the UserSemantic decoration.
