Implement negative tests for cl_command_queue functions (#2505)
This change adds negative tests to `cl_command_queue`-related APIs: - clCreateCommandQueue - clCreateCommandQueueWithProperties - clSetDefaultDeviceCommandQueue - clRetainCommandQueue - clReleaseCommandQueue - clGetCommandQueueInfo - clSetCommandQueueProperty Signed-off-by: Michael Rizkalla <michael.rizkalla@arm.com> Co-authored-by: Chetankumar Mistry <chetan.mistry@arm.com> Co-authored-by: Ahmed Hesham <ahmed.hesham@arm.com>
