set gDeviceType in testharness.c (#597)

* set gDeviceType in testharness.c, also moved gTestRounding to imageHelpers.cpp & .h and removed duplicate code from host_atomics.cpp

* Cleaned up some redundant code

* Reversed the change in testharness.c
