add SPIR-V 1.6 testing for UniformDecoration decorations (#2254)

Adds a basic test for the SPIR-V 1.6 UniformDecoration decorations.
Specifically:

* Tests both the Uniform and UniformId decorations.
* Tests the decorations on constants, function parameters, and
variables.
